SCORM vs xAPI vs cmi5: Which Standard Should You Use?

Key takeaways

  • SCORM is the long-established standard for packaging online courses so any compliant LMS can launch them and track completion and scores.
  • xAPI (Experience API) records learning experiences as simple statements and can track activity outside the LMS, such as apps, simulations and offline learning.
  • xAPI stores data in a Learning Record Store (LRS), which may be part of an LMS or a separate system.
  • cmi5 combines xAPI tracking with SCORM-style launching from an LMS.
  • For standard LMS courses, SCORM is still the safest choice; choose xAPI or cmi5 when you need richer data or learning outside the LMS.

The short answer

If you need courses that run in almost any LMS and report completion, score and time, use SCORM (usually SCORM 1.2 or SCORM 2004). If you need to track learning that happens outside a browser-based course, or want detailed data about what learners actually did, use xAPI, or cmi5 when the content is still launched from an LMS.

What is SCORM?

SCORM (Sharable Content Object Reference Model) is a set of technical standards from the US Advanced Distributed Learning (ADL) Initiative. It defines how an eLearning course is packaged as a zip file and how it communicates with an LMS while the learner takes it.

  • SCORM 1.2 (2001) is the most widely supported version and tracks completion, pass or fail, score, time and bookmarking.
  • SCORM 2004 (latest 4th edition, 2009) adds separate completion and success status, more detailed interaction data and sequencing rules between modules.
  • Limits: the course must run in a browser launched by the LMS, the learner must be online, and the data model is fixed and relatively small.

What is xAPI?

xAPI (Experience API, originally called Tin Can) was released by ADL as version 1.0 in 2013. Instead of a fixed set of fields, it records learning as statements in an actor, verb, object format, for example “Priya completed Fire Safety Simulation” or “Alex answered question 4 incorrectly”.

  • Statements are sent to a Learning Record Store (LRS), which can be built into an LMS or run separately.
  • It can track mobile apps, simulations, games, offline learning, videos, events and on-the-job activities.
  • It captures much richer data, which supports detailed analytics and learning experience platforms.
  • xAPI 2.0 was published as the IEEE 9274.1.1 standard in 2023.

What is cmi5?

cmi5 is a profile of xAPI designed for content launched from an LMS. It defines how the LMS launches a course, which statements the course must send, and how completion and success are reported, so you get SCORM-like reliability with xAPI’s flexible data. It is a good option for organisations moving from SCORM to xAPI.

How to choose

  • Choose SCORM 1.2 for maximum compatibility, for example when courses go to clients or partners with unknown LMSs.
  • Choose SCORM 2004 when you need separate completion and pass/fail, or sequencing across modules, and your LMS supports it.
  • Choose xAPI to track simulations, apps, video, offline or real-world learning, or to feed detailed analytics.
  • Choose cmi5 when your LMS supports it and you want xAPI data with reliable LMS launch and completion.

Most modern authoring tools, including Articulate Storyline and Adobe Captivate, can publish to several of these standards, so the decision is mainly about your LMS and reporting needs. Always test a sample package in your LMS before building a full course.

How to test tracking before you build everything

  1. Publish a short sample module in the standard you plan to use.
  2. Upload it to your real LMS (or a matching test site), not just a generic test tool.
  3. Complete it as a learner and check completion, pass or fail, score and time in the LMS reports.
  4. Exit halfway and relaunch to confirm bookmarking resumes in the right place.
  5. Test on phones and tablets as well as desktop browsers.
  6. For xAPI or cmi5, check the LRS to confirm statements arrive with the expected verbs and results.

What about AICC?

AICC is an older standard from the aviation industry. It is still supported by some LMSs for legacy content, but new projects normally use SCORM, xAPI or cmi5.

Frequently asked questions

Is xAPI replacing SCORM?

Not yet. SCORM remains the most widely supported standard for LMS courses. xAPI and cmi5 are growing for richer tracking and learning outside the LMS, and many organisations use both.

Do I need an LRS for xAPI?

Yes. xAPI statements are stored in a Learning Record Store. Some LMSs include an LRS; otherwise you can use a separate LRS.

Which SCORM version should I use?

SCORM 1.2 offers the widest compatibility. SCORM 2004 adds separate completion and success status and sequencing, if your LMS supports it.

Can one course be published in SCORM and xAPI?

Yes. Most authoring tools can publish the same course to SCORM 1.2, SCORM 2004, xAPI and often cmi5, so you can choose per LMS.

Does Moodle support SCORM and xAPI?

Moodle supports SCORM packages out of the box. xAPI tracking in Moodle typically needs additional plugins or an external LRS.
